Commonly Asked Questions Concerning Mello Roos.

 

Q. 1 What is Mello Roos and why was it formed?

A.1 As a result of the passage of Proposition 13, local bonds for the needs of schooldistricts were prohibited. School districts were increasingly being faced with the need for more facilities due to growth. Mello – Roos districts were first legislated in 1982 because of Proposition 13 and have been utilized by school districts to offset the lack of State and local funds for school construction. Antioch Unified School District and the city of Antioch realized that the State would not have the capability of meeting future growth needs of the district. Therefore the Mello – Roos District was formed to handle future school facility and park needs. Included in the Mello – Roos agreement is a mitigation clause which specifies that every effort must be made to secure State funding wherever possible for future school district growth needs.

 

Q. 2 What does the CFD 1989-1 stand for?

A. 2 Community Facilities District. CFD 1989-1 is the official title for the Antioch Area Public Facilities Financing Agency in Antioch.

 

Q. 3 Who is the Agency Board?

A. 3 The Agency Board is comprised of 5 members – 2 appointed by the City Council: 2 appointed by the Antioch Unified School Board and 1 member at large who is selected by the other four members.

 

Q. 4 Where is my money going?

A. 4 5 Elementary Schools: Jack London Elementary School, Mno Grant Elementary School, Diablo Vista Elementary School, North American Elementary School (currently in planning stages), Meadowcreek Elementary School (currently in planning stages)

2 Middle Schools: Black Diamond Middle School, Dallas Ranch Middle School

1 High School: Deer Valley High School.

Q. 5 How is the special tax assessed and collected?

A. 5 Once the building permit is issued by the city or County, the special tax lien is assessed based on the square footage of the unit. It is based on 100 sq. foot increments, with flat rates, above 2401 sq. feet and below 1001 sq. feet. The special tax is remaining flat at approximately 74 cents per sq. ft.

 

Q. 6 Can the special tax lien be paid off or reduced?

A. 6 The special tax lien cannot be paid off or reduced.

 

Q. 7 Will it show up on the County Tax card or bill?

A. 7 It will show up on the County Tax card as a line item after your property tax as Mello Roos 89-1.

 

Q. 8 Is the special tax lien tax deductible?

A. 8 At this juncture of the Mello – Roos program across the State, there is no actual ruling by the IRS as to the deductibility. Homeowners should check with their tax consultant in regard to this question.

 

Q. 9 What is the Land Bank?

A. 9 The Contra Costa Schools Financing Authority or Land Bank is a JPA established by the Antioch Unified School District, the Brentwood Union School District, the Oakley Union School District and Vista Unified School District in order to finance future school cites at today’s prices and avoid paying appreciating land costs. The purchase will be repaid through State and CFD funds when the site is used for school construction.
