| Q. 1 What is Mello
Roos and why was it formed? A.1 As a result of the passage of Proposition
13, local bonds for the needs of schooldistricts were prohibited. School districts
were increasingly being faced with the need for more facilities due to growth.
Mello – Roos districts were first legislated in 1982 because of Proposition 13
and have been utilized by school districts to offset the lack of State and local
funds for school construction. Antioch Unified School District and the city of
Antioch realized that the State would not have the capability of meeting future
growth needs of the district. Therefore the Mello – Roos District was formed to
handle future school facility and park needs. Included in the Mello – Roos agreement
is a mitigation clause which specifies that every effort must be made to secure
State funding wherever possible for future school district growth needs. Q.
